‘Resolve admission crisis’

ITANAGAR, Jul 16: All Arunachal Pradesh Students Union (AAPSU) has appealed to the director of higher education to immediately resolve the on-going admission crisis in DNG college, Itanagar. Equal opportunity should be given to the students of all sections and  region,  the Union said.

 

One dies at Daporijo

DAPORIJO, Jul 16:  One person was found unconscious with multiple injuries on the body at main road near State Bank of India office Daporijo this morning. Later he died at district hospital.

Deceased has been identified as Jiton Gogoi (45), who was driver of PWD division Dumporijo. The onlookers found him unconscious at around 5.00 am and immediately informed to police station.

Police along with the help of public rushed him to district hospital for the emergency treatment where he succumbed.

Police after investigation traced out his details and informed the relatives.

Investigating officer P Taga informed that cause of the dead is yet to be ascertained and investigation is on full swung. Post-mortem has been carried out.

 

Vandalism  condemned

ITANAGAR, Jul 16: All Arunachal Sport Youth Association (AASSYA) has strongly condemned the vandalism in Directorate of Sports and Youth Affairs office and demanded immediate arrest of the culprit(s) involved.

While urging police to speed up investigation process, AASSYA appealed all to discourage such act which is detrimental for development of sports in the state.

 

AAPSU condoles student’s death

ITANAGAR, Jul 16: All Arunachal Pradesh Students Union (AAPSU) today deeply mourned the untimely demise of Gyamar Tagi, who was mysteriously found death on July 6, by Assam police from Dikrong Sapori in Assam.

Expressing shock at mysterious death AAPSU team headed by vice president Happy Toko visited the middle school Mani Doimukh today to enquire the cause of death of school student. Further apex student organization alleged that negligence of the school authority led to the death of late Tagi. It also demanded the school authority to terminate the person responsible for the incident.

 

ANYA & ARASU react

ITANAGAR, Jul 16: Reacting to the complaint lodged by one Tilling Tassang with the Lower Subansiri DC for immediate shifting of the buried mortal remains of late Kapu Tajum, the All Nyishi Youth Association (ANYA) has asked the DC not to entertain the complaint.

In a letter addressed to the DC,  the Association feared that it may lead to communal tension. Where Tilling Tassang was when the body was buried there,  the ANYA questioned.

The All Raga Area Students’ Union (ARASU) has also reacted strongly to the comments of the various organizations upon the burial of late Kapu Tajum.

In a release, it urged individuals and organizations to not make issue of the incident anymore.

Let the soul rest in peace, the Union said adding the family members and the people of Raga are cooperating with law enforcing authority to seek justice for the deceased.

 

Hunting and fishing in Papum Poma banned

ITANAGAR, Jul 16: Hunting, swimming, fishing and picnicking has been banned in Papum Poma area. The decision was taken jointly by Jote Panchayat Youth Association, Area Protection Committee of Papum Poma area, All Youth Association of Papum Poma area, Panchayat leaders, Gaon Buras and public of Papum Poma area.

In a joint declaration, they requested the enforcing agencies and the general public for cooperation to control hunting and killing of wild animals for commercial purpose. It further warned of strict action against violators.

 

CoSAAP mourns death

ITANAGAR, Jul 16: Confederation of Service Association of Arunachal Pradesh (CoSAAP) condoled the death of Tage Mado, mother of Tage Grayu, finance secretary, CoSAAP, after prolonged illness on July 14.

Wife of Tage Tajo of Mudang Tage village of Lower Subansiri district, Mado was a hardworking and loving mother of four sons, two daughters. She also left behind many grand child.

The CoSAAP members observed two minutes silence as a mark of respect late Mado prayed for eternal peace of the departed soul. They also conveyed heartfelt condolence to bereaved family to bear the irreparable loss.

 

APATCYO opposes

ITANAGAR, Jul 16: The Arunachal Pradesh Abo-Tani Clans Youth Organization (APATCYO) today opposed to the government decision to establish National Institute of Fashion Technology (NIFT) at Sagalee, saying that the institute should be established in Capital complex. It further demanded the early arrest of the person involved in vandalism of Director of Sports and Youth Affairs office.

 

AKYWA demands renovation of Kimin-Potin road

KIMIN, Jul 16: The All Kimin Youth Welfare Association (AKYWA) expressed deep anguish over very poor condition of BRTF Road from Kimin to Potin village.  

The road which connects four districts -- Upper Subansiri, Lower Subansiri, K/Kumey and Karadadi with rest of the state is in pathetic condition and presently it is unfit for plying of vehicle, the Society said adding many vehicles are getting damaged on daily basis due to  bad road condition.

Blaming the BRTF for the worst condition of the road,  the Association said that this  strategic road  used by defense  has not been properly  maintained by BRTF since last 6-7 years. The life span of a  particular road is  upto 3-5 years but BRTF  has not done anything concrete so far  to repair the said road even after it has crossed the life span, the Association claimed.

The Association urged the Chief Engineer BRTF, Naharlagun to take necessary step within 15 days for renovation of said road, or else, it threatened to agitate in favour its demand.

 

I-Day preparation

ITANAGAR, Jul 16: Keeping an eye on the forthcoming Independence Day the Capital Complex district administration today chalked out programme for celebration of the I-Day at I G Park here in a grand manner on August 15.

Presiding over a meeting held on the occasion, Capital DC Sanjay Goel  informed that full dress rehearsal would be held on 13th August next from 0900 hrs onwards. He asked all the Departments/Officers concerned with the event to be present on the said date.  

During the meeting, the DC also made a proper list of duties and distributed amongst the various departments so that the Independence Day could be celebrated with great splendour. He further informed that all arrangements shall be completed by August 13. DIPRO

ITANAGAR, Jul 16: The Abo Taru Welfare Society (ATWS) felicitated two of its achievers on July 15.

Arjun Laa was felicitated for excelling in NERIST, APJEE and JEE Mains exam while Talar Laa, an ace shuttler from the state, for winning bronze medal in All India Junior Ranking Badminton Tournament at Hyderabad.

 

East Siang DC visits Siku Bridge

ITANAGAR Jul 16:  East Siang Deputy Commissioner Nidhi Shrivastava today visited Siku bridge site along with Genden Tsomu DDMO and had discussions with Pankaj Kumar, OC 1443 BCC.

While inspecting the embankment protection works with RCC wire cage, DC emphasized the importance of maintaining road communication in this part of the region. This is the lifeline of the area and all the development works depend on it said DC.

On enquiry by DC about the measures taken for the protection of road and the bridge, Pankaj Kumar informed that the organization is very concerned about maintaining proper road communication. Disruption of roads is not only detrimental for progress of works but retard development. So the protection works with RCC wire cage in the right bank is being taken up in war footing. Machineries are being brought to be engaged for diversion of the river course which may start from tomorrow, said the OC. He further informed that for long term protection of the banks, 500 mtrs and 300 mtrs of guide bunds on the upper and lower banks will be constructed in the next working season. He assured complete efforts to keep the road communication through.(DIPRO)

 

Painting competition results declared

TEZU, Jul 16: Angeso Kri, class XII (B) student of Govt Higher Secondary School, Tezu won the 1st prize (Senior category) in Friends of Lohit Inter School painting Competition. The competition was  organised by Lohit Police at Tezu on July 9 with  theme of the competition was “Say No to Drugs”/ “Obey Traffic Rules” and the results were declared yesterday.

Avirup Maity (class VIII) of K V Tezu and Bafle Romat won the 1st prize in Junior and Sub-Junior category respectively.

Jokenso  Saga (Class IX) of  K.V.  Tezu, Nancy Boje (Class VII) of KBM  Tezu and Joson  Ngi (Class IV) of      KBM  Tezu won the IInd prize in senior, junior and sub-junior category respectively.

Prarona  Rajkhowa (Class XII) of K.V. Tezu, Indrani  Devi  Nath (Class VIII(A) of  Govt. Middle School Tezu(1) and Anuj Sharma (IV-B) of  KBM  Tezu won the IIIrd prize in senior, junior and sub-junior category respectively.

More than 500 school children from various schools in and around Tezu participated in the competition with enthusiasm. Prizes will be distributed to the winners during Independence Day celebrations at Tezu.   The aim of the competition is to spread awareness among the younger generation, who are the future of Arunachal Pradesh, about the ill-effects of the use of opium and other drugs.

Enhance allocation of NEC fund: CM

ITANAGAR Jul 16:  Chief Minister Nabam Tuki today reiterated his suggestion that the annual plan allocation for the North East Council (NEC) should be at least Rs 3000 crore to bring the region at par with the rest of the country through a special dispensation.

As per the XII Five Year Plan document, the projected outlay for the Annual Plan 2013-14 for NEC is Rs 2504.37 crore. However, the total outlay communicated by the Planning Commission for the year 2013-14 is Rs 770.00 crore, which includes Rs 394.00 crore only for roads, bridges, civil aviation, inland waterways etc.  

Speaking during the 62nd Plenary of NEC at New Delhi, Chief Minister observed that considering the pending liabilities for funding ongoing projects of the XI Plan Period, very little room would be available for taking up new projects with this meager allocation.

“This leaves us with a peculiar situation wherein, while there are many important new projects to be taken up, due to resource limitation the available fund will have to be earmarked for ongoing projects. The only way out is a special dispensation with adequate allocation so that the development deficient regions can fast track developmental projects,” he pointed.

Tuki observed that with meager allocation and further cut, the role of NEC in the overall developmental process will continue to be minimal.

He urged the members to re-iterate the region’s request to the Government of India and the Planning Commission for enhanced fund allocation to NEC. The role played by the NEC can be meaningful only when it has adequate access to funds, he said.

The Chief Minister sought attention of all towards the detailed exercise done by the Ministry of DONER and NEC in preparing Vision 2020 for the North East Region (NER).  While highlighting the need to revisit the Vision 2020 document, the Chief Minister said that a detailed report of what has been done and what remains to be done under the mandate of Vision 2020 needs to be prepared immediately.

He expressed concern over the status of the ‘Look East Policy’, which is an integral part of the NER Vision 2020, and also the Government of India. In this regard Tuki advocated opening of the historic Stillwell Road and trade through Pangsau Pass in Changlang district of the state. He asserted that with this road made operational, the region can have direct road access to the East and Southeast Asian region and boost socio-economy of the region through border trade. He also stressed on the road connecting Tashigong in Bhutan from Lumla in Tawang district to open up Indo-Bhutan trade. He called for people to people contact between the people of the region and those from the South Eastern countries through cultural exchange and tourism to further the scope of the policy. He also suggested the Sister City Concept to be designed for mooting a city or culture based initiative to target cities of the South East Asian countries.

Expressing hope that the ‘Harmuti-Naharlagun Railways Link’ will be completed by December 2013, he requested the Ministry of Railways to initiate the process of starting a Rajdhani Express from Itanagar to New Delhi by December 2013 itself. He also urged the Railway Ministry to take up the proposed railway link from Tinsukia to Parsuram-Kund via Rupai and Namsai on priority.

He gave an instance of the strategic Balipara-Charduar-Tawang Road while citing certain issues pertaining to road connectivity in the state. The BRO had gone ahead with earth cutting along almost the entire stretch thereby damaging the existing road. The tourism industry has suffered in this region and consequently many of the local entrepreneurs, who have invested in tourism infrastructure such as hotels, transport etc by availing loan have been badly hit. BRO is unable to stick to original timeline of 2013 and has pushed it to 2017.

Tuki also urged the North Eastern Council to provide domestic funding as an adequate compensation to the state which has been deprived of Externally Aided Funding from Asian Development Bank (ADB) and World Bank for important infrastructure projects.

The Chief Minister also reiterated urgency of the projects for Connecting 22 unconnected Administrative Centres, Providing Drinking Water Facilities in Border and Construction of Porter Tracks, Log Bridges and Foot Suspension Bridges in Border Areas. He said by providing these basic necessities of life – water and connectivity - migration from border areas can be checked.

Tuki also drew attention towards the North Eastern Regional Community Resource Management Programme for Upland Areas (NERCORMP) to be implemented by NEC in the three troubled districts of Tirap, Changlang and Longding. The scheme was to be implemented spread over a period of 6 years from 2011-12 to 2016-17. However, the Chief Minister informed that three years have passed, but the same is yet to take off. These insurgency affected districts were selected for the project primarily to channelize the youth to meaningful and sustainable employment opportunities and diverting them from anti-social activities. He urged the concerned authorities to ensure that some beginning to this effect is made in the current financial year by providing necessary resources for implementation of the same.

The Plenary was attended by NEC Chairman Paban Singh Ghatowar, Governors, Chief Ministers, Ministers, officials of NEC, DoNER and State Governments of the North East. From Arunachal Pradesh, the meeting was attended by Planning, PWD and Finance Minister Chowna Mein, Chief Secretary Hare Krishna Paliwal, Planning Secretary Sonam Chombay, Political Secretary to CM Bamang Tago among others.

 

Governor highlights important issues of the state

Addressing the 62nd Plenary of North Eastern Council at New Delhi  today Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma  raised the issues of road connectivity, look east policy, railway and hydropower projects and strengthening of infrastructure along the border area.

Emphasizing on need for better road connectivity in the State, the Governor said that Border Roads Organisation is assigned responsibility for implementation of road in Arunachal Pradesh through Vartak, Bramkank, Udayak and Arunank projects. There is need for greater co-ordination between these projects. A senior officer of the rank of Additional Director General of BRO tasked with responsibility of co-ordinating these four projects should be posted in Arunachal Pradesh for proper monitoring of these projects and co-ordination amongst project officers, State Government and Union Government.

Urging the North Eastern Council to take a lead in developing the 160 km road from Pangsau (India) – Myitkyina (Myanmar) on the lines of Tamu-Kaleywa Indo -Myanmar Friendship road, the Governor said that India’s Look East Policy holds immense potential for the region. North east region is the lynchpin for success of this policy, with connectivity as its prime concern. Therefore the focus must be on developing the historic Stillwell Road.  

While sharing his experience of his visit to Changlang District of the State, the Governor stressed on need for formalize and improvise the trade through Pangsau Pass, making trading a regular feature and Pangsau town a trading hub.

To facilitate the initiative, the Governor called for co-opting a senior officer from ministry of External Affairs in the NEC.

Expressing his view on the lone railway project of the State, the Governor informed that the project of Harmuti-Naharlagun Railway link which will connect State Capital is due for completion in December 2013. As envisaged in NER Vision 2020 document, Survey for Murkongseleg to Pasighat and Rupai to Parshuramkund Railway Project were supposed to be started on but even after signing of the document in 2008, no progress has been made on this project. Calling for starting work on the railway projects with a time-bound schedule the Governor said that while the new project would be commissioned in due course of time, there is urgent need of ensuring timely completion of ongoing Bogeebil Road-cum-Rail Bridge, connecting Dibrugarh and Dhemaji . This bridge will improve connectivity not only for Assam but also for Arunachal Pradesh. It would connect the eastern part of Arunachal Pradesh with the rest of the State.

While raising the issue of the 2000 MW Lower Subansiri project which was started in January 2005, the Governor said that construction work at site has come to grinding halt since 20th December 2011. So far, Rs 6000 crores have been spent and the project is more than half way through and because of some issues between NHPC, Government of Assam, this is resulting in time and cost overrun causing huge loss to national exchequer. The issues between concerned parties need to be resolved urgently. He called for some forward movement through NEC. He appealed to his counterpart in Assam and Chief Ministers of both States, Government of India and NEC to take steps to resolve these issues and get work started on this projects at the earliest.

Emphasizing on strengthening infrastructure along the border, the Governor said that Arunachal Pradesh has a long international border with three different countries china, Myanmar with Bhutan. The council needs to lay special emphasis on development of border areas and supplement the resources of BADP. He informed that the State Government has submitted proposal for three projects viz. connecting 22 Un-connected Administrative Centres, providing Drinking Water Facilities in Border and construction of Porter Tracks, Log Bridges and Foot Suspension Bridges in Border Areas, for local Army and Para-Military Forces. He requested NEC and MHA to allocate additional resources for these projects.

 

 

Arrest mastermind in journalist shooting case’

ITANAGAR, Jul 16: While lauding the police department for arresting the culprits involved in assassination attempt on Tongam Rina, Associate Editor of Arunachal Times, the Arunachal Pradesh Women Welfare Society (APWWS) has urged the law enforcers to arrest the mastermind, convict all the criminals and also find out motive behind the gruesome attack.

The Society also congratulated Tongam for being chosen for “Prize for the freedom and future of the Media 2013” award. “We appreciate that her girth and determination has been well acknowledged and many would take inspiration from her.”

The Society also strongly condemned the incident of rape and murder at Bhalukpong and requested the Govt. and police to take urgent and firm steps to control the menace that is shaking the conscience of every individual and society. All the cases relating to heinous crimes like rape and murder should be forwarded to fast-track courts so that there is fast and fair trial leaving less scope for manipulation, the Society said in a release.

Appreciating the Itanagar Police and Chief Minister Nabam Tuki for making breakthrough in Tongam Rina shooting case to arrest the accused, the  Rina Welfare Society (RWS)  said, the justice is yet to be delivered since the arrest is just half work done.  It demanded exemplary punishment to the culprits involved as assured by the Government of Arunachal Pradesh.

The Society has also congratulated Tongam, for being selected for the prestigious ‘Prize for the Freedom and Future of the Media-2013', award instituted by Media Foundation, Leipzig, Germany.

“It is a proud moment for every Arunachalee and people of the North East in particular and Indian media in general to have journalist of her caliber,” RWS said in a release.

“It will go a long way instilling a new zeal, passion and courage to the aspiring journalist to raise the voice of the people through indispensable contribution towards building stronger, healthier and more peaceful societies.”

 

 

Vana-Mahotsava celebrated in style

JAIRAMPUR, Jul 16: The forest department of Jairampur, Changlang district has organized 64th Vana-Mohatsava here Jairampur yesterday.

On the occasion sapling of various tree species were planted at II World war cemetery site, which is now being developed as Botanical Garden by Forest Department.

Speaking on the occasion, Principal Chief Conservator of forests and principal secretary (E & F)  D V Negi said main enemies of forests are population and poverty and we can only eliminate those by providing education to all. He further expressed his happiness over  mass participation of  people in the Vanamahotsava program and also briefed the role of common man in conservation of forests.

Agriculture, Horticulture and Animal Husbandry Dairy Development Minister Setong Sena  urged the masses for green and clean city and requested organizations to put  complete banning on illegal fishing, pouching and hunting which directly affect not only the ecological system but also hampers the health of common people.

Meanwhile,   East Parliamentary Constituency, Youth Congress, President James Jugli in a memorandum appealed the PCCF for approval for creation of a Namdapha wildlife sanctuary Division at Nampong/Rima Putok block to ensure protection and safety of several endangered species like Hoolock Gibbon, birds and animals and issuance of formal notification for 80 hectare area which was declared “Butterfly Conservation Area” in the Year 2006 at the first ever Butterfly India meet held at Jairampur.

Apart from distribution of prizes to the winners of various essay and drawing competitions organized by forest department, a cultural programmes was also organized in order to encourage the younger generation and educate them towards the importance of nature and environment conservation.

NE region needs to handle the challenge of isolation: Governor

ITANAGAR, Jul 16: The Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma delivered the key note address in the inaugural session of two-day national conference on Northeast India: Strategic and Developmental imperatives jointly organised by Institute for Defence Studies & Analyses, New Delhi and Special Branch, Assam Police at Guwahati on July 15.

In his address the Governor said that the North Eastern States of India are a critical part of the future growth, development and strategic positioning of India. Stating that Eight Countries are within radius of 1000 K.M of North East, which constitutes 24.6% of the world population and one of the largest economies, the Governor said that North East has to graduate from a transit route to a driver of economic growth looking East to and fro.  

In order to fulfil the strategic and developmental imperative, the region needs to handle the challenge of isolation, both due to the physical terrain as well as the historical accident of partition, which are affecting the costs of imports and exports as well as the integration with the rest of India.

The Governor emphasised on enhancing transportation and communication infrastructure, including waterways, wealth creation through industrial development and tourism and manage immigration. He also stressed on harnessing the economic potential and balanced exploitation of the rich bio diversity.

Highlighting that more than 80% of the people of the region reside in the rural areas and depend on agriculture, the Governor called for more emphasis on agriculture sector along with horticulture and other allied sectors. New scientific methods and technologies must be made available to the agrarian community, he added.

Stressing on empowerment of the people of the region through inclusive governance, the Governor pointed that involving them in governance at micro level will instil sense of belongingness and lead to efficient and maximum utilization of resources. It will also instil a sense of social accountability.

District Zilla Parishad coordination meeting held

ITANAGAR Jul 16:  District Zilla Parishad co-ordination meeting with all Head of Department was conducted today at DRDA Conference Hall, Yupia. It was the first coordination meeting of Panchayat bodies. All the newly elected Zilla Parishad members and Anchal Chairperson took part in the meeting. Zilla Parishad Chairperson Nabam Aka who chaired the meeting called upon the members to maintain proper coordination with all head of department in the district and monitoring of all works in a proper way.

The Deputy Commissioner cum CEO Papum Pare Pige Ligu while addressing the house congratulated newly elected Panchayat members for successful conduct of last Panchayat election and called upon them to work towards better development and prosperity of its people and district as a whole.

He urged head of department and other line department to adhere to Govt norms and guidelines while implementing any developmental works to avoid any future consequences. He added that duty of every Govt servants is to serve the people and Panchayat bodies are people’s representatives and they have every right to know about any developmental or welfare schemes that are undergoing in the district. He also requested Panchayat members to take proper care of officers and staffs posted in remote areas so that they can deliver their service smoothly.

Stressing on improvement of education scenario in the district he said that process is on to mobilize posting of teachers in the areas where it is required. While talking about the recent natural calamity at Uttarakhand he said that Arunachal is also categorized as one of disaster endemic zone and so we must keep ourselves and public well informed about the disaster preparedness and Panchayats being the grass root leaders can play a bigger role in spreading the awareness among the rural masses on disaster management.

Superintendent of Police Nabam Gungte who also addressed the house spoke on the significance of Community Policing which is running successfully in many states and said that same thing can be introduce in the our state too where Panchayat leaders can play a greater role by helping the police force in maintaining law and order problems in respective jurisdiction. He also informed that he is working on streamlining the police department in the district and to monitor the security levels in all front. PD DRDA Toko Babu in addressed requested the Panchayat leaders to maintain proper coordination and cooperation with the department.

Earlier T. Dupak EAC cum DPDO Yupia briefed the house on objective of the meeting. All Head of Department from agriculture, horticulture, fisheries, textile and handicrafts, animal husbandry and veterinary, PHED, Trans Highway, Food and Civil Supplies, ICDS, Planning, Power and health appraised the house about the various schemes implemented through their respective department. NE people urged to befriend their mainland counterparts

GoI to build hostel for NE students

JHARODA KALAN, NEW DELHI, Jul 16:  A group of probationer assistant commissioner of police (ACPs) and Delhi & Andaman & Nicobar Island Police Service (DANIPs) today exhorted the people of North East living in Delhi to befriend their mainland counterparts, come out of their NE cocoon and refrain from leading careless life style to help end discrimination against them.

The exhortation followed an address by Delhi Police resource person, Pradeep Kumar, a senior journalist from Arunachal Pradesh, who blamed social profiling as the root causes of alleged discrimination against North East Indians by citing reports of two studies conducted by North East Support Centre & Helpline, which was set up in 2008.

The globalisation opened doors to employment opportunities, particularly for the semi-professional and semi-skilled NE people. They are preferred in organised and non-organised private companies like BPOs, hospitality corporations, and shopping malls for their appealing personalities, command in English, and hospitality/socially oriented culture background that values honesty and hard work.

But the studies pointed out that they face discrimination like, sexual abuse, physical attacks, vulgar remarks, poor social profiling and economic exploitation. The mindset of social profiling of the NE people is that they are strangers, free culture, cheap and do anything one likes, you can get free. Social profiling is also seen in the attitudes of local police when they insult, deceive, ignore and deny the complaints and connive with perpetrators in many cases, Kumar pointed out while expressing concern at the rising crime against women in the National Capital Territory of Delhi, particularly against the NE people.

Advocating setting up of a dedicated court for speedy trail of cases of crimes against women, a forensic laboratory to end Delhi Police dependence on outside laboratories, a recognised shelter home for victims of sex crimes, children and hapless people and NE state bhawans to play a proactive role in bringing awareness among their people besides setting up a 24X7 helpline, the probationers said such steps would go a long way in containing crimes against women.

Another officer trainer lauded Nagaland women cops for their discipline and positive attitude while on duty during the Common Wealth Games here, but expressed his dismay as many NE girls have developed intimacy with youth of African origin, many of whom have been found indulging in crimes, including drug smuggling. He regretted that the NE youth and students victims of identity crisis are leading care free life for lack of parental care with huge sum remitted by their parents without monitoring their children’s activities.

While Kumar called for emotional and social integration of the NE people with the mainland, he stressed for political will to deal with such menace which was much above the crime canvas. The NEC, DoNER and tribal affair ministry should take steps ion empowering the youth of NE by various help including building an Eight Sister Hostel, set up help centre.

Despite all out efforts to contain crimes against the NE people, Delhi Police are always at the receiving end, said joint commissioner of police (Training) Robin Hibu and joined his young officers in appealing to the NE people in understanding the cultural, religious and diversified social mosaic of India, particularly NTC.

Maharashtra Police have taken cue from Delhi Police for the safety and security of NE people, said, Hibu, coordinator for safety and security of NE people living in NTC.

Regretting that he had had facilitated sending mortal remains of 11 NE youths who had committed suicide during the last 11 months, he urged the parents to not be carless towards their children.  

He directed the officers to care for those who are left out and neglected and award exemplary punishment for crimes against women, particularly from the NE.

When contacted, NE youths expressed their strong resentment against the NCT Govt, NE MPs’ Forum, NEC, union tribal affairs and DoNER ministries for doing  anything tangible for the safety and security of NE people.

While Huten Alexander, a student from Nagaland, Manipur social worker Wang Rangang and Arunachal’s J T Tagam, presently preparing for competitive examinations,  lauded Delhi Police for some visible steps but blamed lack of political will in ensuring more steps in that direction.

When contacted, All India Tribal MPs’ Form convenor Takam Sanjoy informed that the security for NE people in Delhi, particularly women section is on the top most priority of the parliamentarians and the Forum of Tribal Officers in Delhi.

“With our coordinated approach, the union home ministry directed to appoint tough cop from Arunachal, Robin Hibu as coordinator for security and safety of NE people in Delhi, a demand by various Delhi-based NE students’ bodies besides Delhi University Students’ Union, a hostel to be build by GoI in addition to the existing ones, particularly in North Campus of DU,” Sanjoy disclosed.

Sanjoy, after coming out of AICC meeting convened by Union Minister and CWC member Oscar Fernandes and AICC general secretary Mukul Wasnik and attended by DoNER Minister Pawan Singh Ghatawar, Chief Ministers Shila Dixit (Delhi), Mukul Sangma (Meghalaya) and Nabam Tuki (Arunachal), Rajya Sabha member Mukut Mithi besides a host of MPs from NE, raised this hostel demand again.

It was resolved to expedite the matter and Delhi Cm assured to extend all cooperation in allotment of land and other official formalities, Sanjoy added.

Ghatawar will address anther meeting in his office chamber tomorrow as a follow up to give a concrete shape to the hostel proposal. The CMs, Mithi and Sanjoy will attend the meeting.

Raga PHC crying for attention

Dear Editor.

The Public Health Centre (PHC), Raga is running without doctor for last 9 months i.e. from Oct' 2012. The patients of this area have to make a long way to Ziro which is 70 K.M away from Raga for treatment and sometimes they die on the way. The condition is likely to worsen if immediate doctor and other relief materials do not reach within a week.

I along with the general Public of Raga area request  Directorate of Health Service, Govt, of Arunachal Pradesh to send adequate relief team and materials with 2 (two) Nos. of Doctors to normalize the condition immediately within 3 days. We express displeasure against DMO, Ziro, Lower Subansiri District for not taking the matter seriously even after so many complaints and request.

Whom to blame?

Dear Editor,

Through your esteemed daily I would like to pen down few lines regarding pathetic road condition and paralyzed garbage management system of capital region. Most of the tourist goes back from Banderdewa after seeing pothole filled roads and flawless garbage. We are travelling through a Rocket Fast period where not only the human populations but also the buildings are increasing second by second to compensate human populations which lead to deforestation and sometimes cause death of human life too. Due to improper planning and negligence by people against administrative order they construct their houses without proper drainage system. The destination of sewage products is our national Highway Road as we can see during rainy days. The Road become mother of potholes and most of the people doesn’t listen or just ignore and throw their garbage everywhere wherever they want (mera kya jata hai attitude). But question is whom to blame? Is it us who is neglecting our duty or the Administration who should always be there to clean garbage? So why don't we unite and  give a hand together to make our land clean and beautiful as mother nature gifted to us instead of pointing at others.

Students at cross road

Dear Editor,

Through your esteemed daily, we the 2nd year students of Govt. College Doimukh would like to draw the attention of the Administrative chair holders and the common public of Papum Pare district towards the administration of the said college.

As the students are about to enter 2nd year, the main concern for the students is that college is not offering honour course to the students. All the students who have qualified for honours are being asked to pursue further studies outside the catchments area. This situation is giving serious trouble to the students as they may not get admission in other institution. It is natural that priority will be given to the students of their own respective college/institutions. The students of said college has got accustomed to the surrounding and are also ready to construct their own classroom but they only need qualified lecturers, who can guide them.  Now, the question is though college was established last year itself, what were the higher authorities were doing till now? The whole system is draining to its most pathetic state. The administration and higher authorities must look into it and act promptly.

Adopt innovative method

Dear Editor,

Through the column of your esteemed daily,  I would likes to request the Education Department, especially SPD (state project director) SSA to prepare seniority list of all the SSA TEACHERS in the state and upload the same in the official website as done by Director, (Director of Elementary education). This kind of new change will help each and every SSA teachers to know their up-to-date details without any suspicious regarding the current regularization process.

Moreover, this kind of changes will also help the department to maintain transparency in every teacher related problems. The year and date of appointment of the teachers, academic and professional qualification that particular teachers possess should be updated.

Besides this, I would like to welcome the move of Director of Elementary Education for his noble act of uploading seniority list of A/T Teachers of the state for maintaining transparency which is the first of its kind in the state.

Steps to protect oppressed South Asia women

United Nations labour agency and the United Kingdom Department for International Development  launched a new project on July 15 that seeks to prevent 100,000 girls and women across South Asia from falling victims to labour trafficking.

The project aims to provide South Asian women migrating to the Middle East in search for jobs with skills, pre-departure training and other support to help them avoid being trafficked and to secure a legal contract and decent wage. It will also combat child labour by helping thousands of girls under 16 years old to stay in school so they are not compelled to migrate for work.

Every year, millions of people from poor communities migrate to find employment so they can send money home to support their families. They get jobs such as live-in domestic workers cooking, cleaning and looking after families or in garment factories. Many end-up being deceived and trafficked into jobs with extremely low wages or no pay at all.

According to ILO, around 21 million people are trafficked and in forced labour worldwide. The majority are from Asia with women and girls being the most vulnerable to this practice. Their movement is restricted, their living and working conditions are very poor, and they often suffer physical and sexual abuse.

The project will also focus on helping migrant women avoid paying extortionate, illegal recruitment fees by cracking down on unscrupulous recruitment practices and encouraging recruitment agencies to sign-up to ethical principles and practices.
